Preheat the oven to 350°F, grease an 8-inch x 8-inch baking dish with butter or cooking spray.
In a 2 quart pot, melt butter over medium heat whisk in cocoa powder until smooth. Remove from heat and allow to cool slightly.
In a bowl, mix together chocolate and butter mixture, sugar, eggs, and vanilla until smooth. Stir in flour until just combined. Fold in raspberries and chocolate chips.
Scrape batter into the prepared baking dish. Bake for 30-35 minutes, or until a tester comes out with fudgy crumbs.
